To prevent uneven abrasion of the abrasive grain layer surface layer part by partitioning an abrasive grain layer into the width directional central part and both end parts, and arranging the abrasive grain uncontained parts in a part of both end parts.
The abrasive grain uncontained nonabrasive grain parts 14 are locally arranged in large numbers at constant intervals in the width directional both end parts of an abrasive grain layer 12. These nonabrasive grain parts 14 are formed by filling a resin bond material in this cutout part by forming the cutout part by press molding by a form metal mold when forming the abrasive grain layer 12. Thus, since an abrasion degree of the width directional central part and both end parts is almost uniformized by arranging the nonabrasive grain parts 14 in the width directional both end parts of the abrasive grain layer 12, abrasion of the abrasive grain layer surface layer part in use is uniformed in the width direction. Therefore, flatness of the abrasive grain layer surface layer part can be continued over a long period, so that high work accuracy can be maintained over a long period.
