This superheated steam generating device 1 comprises a halogen heater 10, a double-pipe 20, a heat insulating material 30, a temperature sensor 41, and a control circuit 42. The double-pipe 20 comprises an inner pipe 22 and an outer pipe 21 coaxially disposed, and the heated steam passes through a cylindrical clearance surrounded by the inner pipe 22 and the outer pipe 21. The halogen heater 10 is disposed inside of the inner pipe 22, and heats the inner pipe 22 mainly by radiation heat. The steam passing through the cylindrical clearance is heated by the inner pipe 22 and the outer pipe 22 mainly by radiation heat.
