To store the locking lever 61 as a rotating body in a storage space S having an outer plate 11a formed as a flat surface part, the locking lever 61 is configured so as to have an outer peripheral surface 61y and so that the locking lever 61 stored in the storage space S is guided in the rotating direction while the outer peripheral surface 61y of the locking lever is brought into contact with the outer plate 11a formed as a flat surface part. Consequently, since a bearing structure with high fitting accuracy is not required between the storage space S and the locking lever 61, the assembly of the locking lever is easily performed, and since the bottom part 61g of the locking lever 61 at one end in the longitudinal direction is formed in a flat surface, and brought into contact with a supporting plate 10f installed in the storage space S at the corresponding position to rotatably support the locking lever 61, a weak shaft does not need to be attached to the end of the locking lever 61, and even if the locking lever 61 is made of a resin, the strength thereof is effectively increased.
