The device comprises a base 100 which is fixed, a 1st base shaft 1 which is stood on the base, two 2nd base shafts 2 and 2 which are stood at right and left positions of the rear part of the 1st base shaft, a short center arm 3 which is so supported as to freely swivel in a horizontal plane to the base shaft 1, side arms 4 and 4 which are so supported on the 2nd base shafts 2 and 2 as to freely swivel in horizontal planes respective and are constituted by connecting at least two arms so that they can freely be bent in horizontal planes, and a flat display support part 12 on which a flat display 11 is mounted is provided at the respective tip parts of the center arm 3 and side arms 4 and 4.
