The disc-like stopper plate 8 having an outer peripheral part 8c bent to the mounting bracket side is fixed to a center shaft 3, and a slit is formed from a hole edge of a bolt insertion hole of the leg part 13 toward the stopper plate 8. Mass members 16, 16 which are a mass are welded and fixed to lower surfaces of the both leg parts 13, 13, and the outer peripheral part 8c of the stopper plate 8 is made abut on the mounting bracket 12 and front surfaces of the both mass members 16, 16. Thereby, approximately parallel input load is applied to the mounting bracket 12 and removal of the bracket 12 from bolts via the slits is facilitated.
