A surface-coated cutting tool has a lower layer comprising at least a reformed TiCN compound layer and an upper layer comprising an Al2O3 layer, which are coated and formed on the surface of a tool base body. In the tool, a total frequency in a range of 0 to 10° occupies 20 to 80% when forming an inclining angle frequency distributing graph by measuring inclining angles formed by normal lines of a (112) face in the reformed TiCN layer, and further an area ratio of particles in which an average orientation difference in crystal particles is lower than 5° occupies 20 to 80%. Alternatively, the area ratio of the crystal particles in which the average orientation difference in the crystal particles is not less than 5° occupies 20 to 80% when obtaining the average orientation difference in the crystal particles in the reformed TiCN particle.
