PURPOSE: To obtain a surface-coated material excellent in surface water wettability (for a long period), useful as e.g. a fin material for heat exchangers, by coating the surface of a base material with a coating layer containing a hydrophilic resin and having specific surface design.
CONSTITUTION: This surface-coated material can be obtained by coating (A) the surface of a base material such as an Al(alloy)member with (B) a coating layer containing a resin composition comprising a hydrophilic resin, e.g. composed of (poly)ethyleneimine and a (meth)acrylic acid-terminated polyoxyethylene. The surface design of this coating layer is such that bandlike projections flexed at ten or more points in various directions are continuously or, in a partly broken way, fluted via four or more three-forked points within a 20×-20μm2 square field of view.
