A surface illumination device 200 has a surface light source in which a plurality of light emitting units 20 are arranged in rows to constitute a light emitting surface 201. The optical light emitting unit has a light distribution DL in which the brightness in at least one direction A toward an optional normal line of the light emitting surface is smaller than the brightness in other directions. A surface illumination device having a surface light source in which light emitting units are assembled to constitute a light emitting surface and disposed on a floor surface, is assumed to be worked by an operator within the light surface. The optical light emitting unit of this light illumination device has a light distribution in which the brightness in at least one direction toward an optional normal line of the light emitting surface, that is, in the direction toward an operator, is smaller than the brightness in other directions. Accordingly, brightness sufficient as a whole is ensured while keeping appropriate light emission for the operator without making the operator undergo excessive light emission or decreasing the brightness as a whole.
