To provide a small surface locking piece with a function for deciding a position by fitting which can reliably and easily perform superimposition of clothing materials at a location that is impossible to visually confirm positional relation such as a fly of clothes, in which a hook-and-loop fastener for reliably and easily attaching/detaching two base materials by a mounting process available at home is mounted as a main locking means, on which a bending process for bending a substrate tip end part into an "L" shape for sufficiently exerting locking strength of the hook-and-loop fastener is performed, and the combination of the substrate and the surface fastener can be chosen in use by consumers they like.

Two kinds of punched substrates which can position by fitting, and the hook-and-loop fastener as a core of the engagement strength are separately prepared. The optional positional relations of both members are arranged on the substrate of clothing materials, and a pair of surface locking pieces are formed by simultaneously sewing and superimposing on the substrate.
