A continuous film (A) of the mean film thickness of ≤ 20 μm is deposited on one side or both sides of a surface-treated metal plate, and solid lubricant (B) having the major diameter of at least three times the mean film thickness is contained in the film. In the surface-treated metal plate, ≥ 10 pieces of fluorine resin particles having the major diameter exceeding 20 μm when viewed in a direction perpendicular to the film are contained in 1 mm2. In a surface-treated metal plate manufacturing method, components of the continuous film (A) and the solid lubricant (B) having the major diameter larger than three times the film thickness are mixed and applied to the metal plate, and solid lubricant is flattened by utilizing the surface pressure during the application and retained in the film.
