To provide a low-cost surface treating agent which can facilitate coating working on a form with a simple constitution and to provide the form which is coated with this surface treating agent.

The surface treating agent contains an undercoating agent and a top coating agent. The undercoating agent contains a thermosetting resin and a polyamide curing agent and has a putty state. The top coating agent contains a thermosetting resin, a hard filler and a soft filler. The surface treating agent is coated on a surface of the mold. In coating, first the undercoating is coated by a spatula or the like. In this case, a ruggedness of a surface to be coated is absorbed by the putty-like undercoating agent and can be hence flattened. The top coating agent is coated on the undercoating agent and finished. Thus, a deterioration of the surface of the form is prevented.
