A lubricant layer A including a basic oil component and a solid lubricant component is formed on an inner peripheral surface 141a of a cylinder 141, and thereafter, the cylinder 141 is put in a thermostatic bath at 80C, and left for three hours. With this structure, the basic oil component in the lubricant layer A intrudes fine holes H inside the cylinder 141 through the inner peripheral surface 141a, and a ratio of the basic oil component in the lubricant layer on the inner peripheral surface 141a is lowered and a ratio of the solid lubricant component is raised. Lubricating condition when an outer peripheral surface of a coil spring 143 slides on the inner peripheral surface 141a becomes a solid lubrication condition, and a coefficient of friction in sliding is stabilized, thus effectively preventing or suppressing occurrence of stick slip.
