To provide measures for securing a safe place for evacuating from a large tsunami beyond a scope of assumption.
A surfacing-type tsunami evacuation tower has functions that a housing room arranged in an upper part of the tower to house evacuees surfaces on a seawater surface even when the height of a wave of the tsunami exceeds the height of the tower, and that a pipe connected to the housing room and built in a supporting column extends to increase the height of the evacuation tower by which the housing room is not submerged or washed away by the tsunami, and can cope with the wave higher than the assumed height. Since the evacuation tower can be installed in the vicinity of residential buildings on a lowland, evacuation is facilitated. A tsunami life raft is installed on a river mouth or a port and escapes submergence or washaway since it is connected to a rope or the like which can cope with the height of the wave of the tsunami, and is effective as a simple place for tsunami evacuation for the persons involved in emergency disaster prevention.
