A video camera 10 photographs an image in a traveling direction of a train 1, and generates image data. An on-vehicle device 2 of the train 1 encodes the image data generated by the video camera 10 with an MPEG or the like. Further, the on-vehicle device 2 obtains position information from a positioned part 12. Furthermore, the on-vehicle device 2 generates a correspondence table 20 in which respective image frames comprising animated data are corresponded to a position of the video camera 10 when the respective image frames are photographed, and stores the animated data and the correspondence table 20 in a USB memory 18. The survey apparatus 3 calculates a distance between both image frames based on the correspondence table 20 when the two image frames are determined, and surveys a stringing column 90 based on the distance and both of the image frames.
