CONSTITUTION: When the number of control N within the specified period of a supplying means or a discharging means is larger than the reference number KN, the number of control is suppressed by setting the reference threshold KG to be larger than the previous value within the range below the upper limit value. On the other hand, when the number of control is smaller than the reference number, the reference threshold is set to be smaller than the previous value within the range over the lower limit value, and the control starting condition is returned.
