An expansion-side throttle valve 28 and contraction-side throttle valve 29 are arranged on an oil supply passage 25 and oil return passage 26 of an oil passage 3A, respectively. When necessary damping force is small, semi-active control is performed without operating the pump 5. Upon operating the pump 5 only when the necessary damping force is more than a designated value, desired damping force is secured by performing active control which supports the semi-active control. Thus, capacity of the pump 5 is lessened, and miniaturization of the pump 5 and entire apparatus is performed. Application of an electric motor was extremely difficult to drive because a pump was large in size in prior art. The electric motor is feasible to drive so that the pump 5 is miniaturized.
