To enable communication between a plurality of synchronous transmission devices easily at low cost even in an asynchronous network.
A synchronous transmission device includes a signal receiver unit 21 and a signal transmitter unit 23. The signal receiver unit 21 includes: a buffer 213 for storing an asynchronous signal for each opposite communication station; and a data read unit 214 for reading the stored asynchronous signal according to a clock signal. The signal transmitter unit 23 includes: a buffer monitor unit 225 for monitoring a storage amount; a preferential number comparison processing unit 223 for comparing the priority of the opposite communication station included in the asynchronous signal with the priority of the own station; based on the comparison result, a subordinate target setting unit 222 for changing the priority of the own station; a clock control unit 224 for outputting a clock signal to the data read unit 214 to change the clock according to the comparison result; and a transmission rate control request unit 226 for generating data including a clock change amount based on the priority of the own station and a monitor result. The signal transmitter unit 23 combines a received synchronous signal with the generated data to transmit to the opposite communication station as an asynchronous signal.
