PURPOSE: To reduce picture rewrite information and to decrease a rewrite time by conducting the 2nd coding to a local decoding signal so as to generate a picture rewrite signal.

CONSTITUTION: In coding/decoding using the correlation of an inputted dynamic picture signal in the direction of time axis and in executing the picture rewrite, the 2nd coder shown in hatched lines is provided to a transmission section and a picture rewrite signal e1 expressed in a code amount less in average in place of a local decoding signal x1. In using the coding used for the 2nd coder as the differential PCM, Hadamard transformation or cosine transformation using only a picture signal in a frame, the picture rewrite signal is expressed in 3∼4 bits per one picture element.
