The bill processing device includes a lock section configured to allow or inhibit access to the inside of the bill processing device, and a plurality of unlocking stop section configured to allow or inhibit unlocking of the lock part. The key management device includes a key holding part which holds a key section at least unlocking the lock part detachably, an input section receiving event information for specifying a first key section and a first lock section corresponding to the first key section, and a control section controlling the key holding section so that the first key section is taken out of the key holding part on the basis of the event information, the unlocking stop section allowing unlocking of only the first lock part.
