In this system, (A) a host computer 1 for obtaining the information about container vehicles for housing is installed in a cabinet crisis management office, (B) relay computers 11 connected with the host computer through telecommunication lines are installed in all prefectures including Tokyo, Hokkaido, Osaka, and Kyoto, (C) relay computers 21 connected with the relay computers 11 through telecommunication lines are installed in all of municipal districts of cities, towns, and villages, and (D) terminal computers 31 connected with the relay computers 21 through telecommunication lines are installed in the container vehicles for housing.
