PURPOSE: To equalize a load condition by providing a warning device to supervise the number of warnings to a resource for communication and a slow-down timer, which is a control device for operation delay control, in a resource control table.

CONSTITUTION: In a resource control table 14, in addition to a resource for idle communication reqb link 341 and an idle number 342 of the reqb, a warning device 141 is provided to supervise the warning number of the reqb in order to execute the control for the allocation of the resource and equalization of a processing and a slow-down timer 142 is also provided to be the control device for the operation delay control. When the obtaining request of the reqb is given from an outgoing source process A, a resource control program compares the idle number of the reqb and the warning number in the resource control table 14. Then, when the idle number is smaller than the warning number, a time-wait is executed for a prescribed time according to the value of a down timer and after that, the allocation of the reqb is informed of the process A. While this process A executes the time-wait, the processing of a receiving source process B is promoted and the load condition of the process A and process B can be kept equally.
