To properly control the outflow rate of water discharged downstream of a dam from a valve which is provided in the diversion channel of the dam.
This system comprises a water gauge 15a which measures a water level HA at a measurement point A in a river 7 downstream of the dam 1, and an outflow-rate control unit 20 which controls the outflow rate of the water discharged from the valve 5 on the basis of the water level HA measured by the water gauge 15a. The control unit 20 comprises a computing body portion 22 which computes the determined outflow rate of the water 6 discharged from the valve 5, and a control portion 25 which controls the outflow rate of the water 6, discharged from the dam 1, to the determined outflow rate. The computing body portion 22 comprises a conversion portion which converts the water level HA to the outflow rate at the measurement point, a flow computing portion which computes a natural flow at measurement, a predictive computing portion which predicts a predictive natural flow, and an outflow-rate computing portion which computes the determined outflow rate.
