To easily confirm the vacancy state of a parking lot and to distribute information on it.
A camera system 14 installed in the parking lot 12 photographs the inner part of the parking lot 12 and compares obtained photographic image data with image data showing the state wherein no vehicle is parked at all the parking positions to decide whether a vehicle is parked at each parking position in the parking lot. A server computer 16 decides states of the respective parking positions to update parking state data, generates vacancy information for distinctly displaying vacant parking positions (parking position in "vacancy") in the parking lot 12, and sends it to an information communication terminal 26. A user is able to easily confirm which parking position in the parking lot 12 is vacant from the vacancy information displayed on a monitor 96 of the information communication terminal 26.
