A storage means of the IC card has a unique information storage area, a use frequency information storage area and an upper limit frequency information storage area which are provided in association with each other. A register device includes an input means inputting unique information of an electronic coupon service to be currently used by a customer, a reading means reading, from information stored in the use frequency information storage are and the upper limit frequency information storage area of the storage means of the IC card, use frequency information and upper limit frequency information related to the unique information inputted by the input means; a determination means determining whether the use frequency read by the reading means is the same number as the upper limit frequency or not; and a means limiting the use of the electronic coupon service when the same number is consequently determined by the determination means.
