This system is provided with an input means for receiving evaluation item basic information serving as a base for the evaluation input a prescribed item by a prescribed item, a memory means for storing the evaluation item basic information, user information about users, analytical information containing weighting and the like based on significance for evaluating the environmental pollution circumstance to correspond each other, and for storing environmental information corresponding to addresses and comprising information usable for evaluating the environmental pollution circumstance, an evaluation means for evaluating the environmental pollution circumstance, based on the evaluation item basic information and the analytical information, and an exhibiting means for exhibiting to the user an evaluation result of the environmental pollution circumstance evaluated by the evaluation means. An item is complemented using the environmental information, when the environmental information about an area adjacent to an evaluation-objective area exists in the item not input out of the evaluation item basic information.
