This system is provided with organization condition files 16e, 16f, 16g, 16g and 16i recording organization condition information for organizing the duty assignment table and employee files 16a, 16b, 16c and 16d recording employee information on working employees and an organization device 14 assigns duties while including 'combination of men and women' on the basis of data recorded in these organization condition files and employee files and outputs a duty schedule table 17 and a duty result table 18 from an output device 15. A managing device 16 manages these respective files, a work calendar master and respective files for event schedule data, desired duty data and data on the fluctuation in the number of workers or the like.
