To prevent the issuing of an ID(identification) card with an erroneous application contents by easily discovering a simple input error.

An ID card issuing system is provided with an examination terminal for examining application contents registered in a management terminal and a terminal for issuing the ID card based on the examined application contents. The management terminal is provided with a storage means for storing the application contents inputted by an input terminal and the examination result which is examined by the examination terminal. The issuing terminal is provided with a reading means for reading the application contents stored in the storage means of the management terminal, a judging means for judging a non-input part or a miss input part in the application contents based on the examination that the application contents read by the reading means can be issued, a display means for displaying the application contents by emphasizing the non-input or the miss input part judged by the judging means and a generating means for generating the ID card based on the application contents after correcting the non-input or miss input part which is displayed by emphasis in the display means.
