To reduce processing time in an attending and leaving office managing system using touch panels.
An attending and leaving office processing controller 3 receives an employee ID inputted from one of the touch panels 2 to send it to a dispatcher 6, which selects a page server including many threads having a free part among plural page servers and sends the ID to it. The page server sends the received ID to a database 8. The database retrieves personnel managing information based on the ID to extract employee information corresponding to the ID and sends this with the ID to the attending and leaving office processing controller via the page server and the dispatcher. The attending and leaving office processing controller displays the ID and the employee information on the touch panel, receives information showing that the attending or leaving button of the touch panel is pressed in accordance with the display and registers the time information of the time with the ID to the database via the dispatcher and the page server.
