To provide a system and device capable of accurately measuring a phase difference of an AC electrical quantity between two points without electrically connecting the two points mutually, even when each frequency of input waveforms on the two points where the phase difference is to be measured is fluctuated.
When measuring the phase difference of the AC electrical quantity between two points separated mutually, each measuring device is installed on the two points respectively, and a time difference between rise of a reference waveform and rising zero cross of the AC electrical quantity is measured at the same time respectively by using the reference waveform time-synchronized mutually by a GPS signal and a time acquired from the GPS signal, and each time difference and time are transferred mutually between the measuring devices, and the phase difference of the AC electrical quantity between the two points is determined by operating from a difference between each time difference.
