SOLUTION: For use in a mobile telecommunications network comprising a plurality of subscribers, a plurality of processing elements, and a mobile switching center for conducting communication with a plurality of the subscribers and the processing elements, the system and method is disclosed for providing a distributed processing element unit that is capable of accessing each processing element in each processor element unit. This invention provides the apparatus and method capable of quickly and efficiently accessing each processing element in each processing element unit by using a temporary subscriber identification number that contains embedded address information.
