Illegal waste dumping watchmen 20 and 21 entrusted form an autonomous body, etc., patrol and monitor places 1-5 subjected to illegal waste dumping in a mountainous area, a river area, a farming area, etc. The watchmen 20 and 21 carry portable terminals 22 and 23 in such the case which can perform data input of the image, voice and text of the condition, etc., of illegal waste dumping with an inputting means and on which a positional information acquiring means capable of acquiring positional information at the time. The terminal 22 sequentially records data input in the form in which the positional information of the positional information acquiring means is added to the input data when the data input is performed. The data recorded in memories 35 and 26 are stored in a database device 30 for monitoring of an illegal waste dumping monitoring center 31 and unitarily monitored/managed.
