When the center 11 discriminates that the route (a) is reserved, the center 11 replies the arrival of a call of the terminal equipment A12 and sets the routes one after another according to the route (a). Should the route (a) be unable to be secured through the discrimination of the center 11, the center 11 rejects the arrival of a call from the terminal equipment A12 to interrupt the line. Furthermore, the center 11 rejects the arrival of a call from a terminal equipment whose access to the center 11 is not allowed and interrupts the line.
