Abstract:

PROBLEM TO BE SOLVED: To provide a system and program for moving picture encoding or decoding for realizing a reduction in the power consumption more than that by a conventional technology.
SOLUTION: The system is provided with: a required arithmetic quantity calculation means 2 for calculating a required arithmetic quantity required for encoding or decoding a prescribed frame; an operating voltage/operating frequency calculation means 3 for calculating an operating voltage and an operating frequency for performing encoding or decoding processing for the required arithmetic quantity within a time pre-assigned to the encoding or decoding processing of the prescribed frame; an operating voltage/operating frequency control means 4 for activating a processor at the operating voltage/ operating frequency calculated by the operating voltage/operating frequency calculation means 3; and a moving picture encoding or decoding means 5 applies encoding or decoding processing to the prescribed frame while the operating voltage/operating frequency control means 4 constantly activates the processor at the calculated operating voltage/operating frequency.
