To provide a system for providing places and facilities for sailing of small craft stored on land that solves the problems wherein places for sailing have been difficult to find and limited in number, the heavy deadweight of the craft requires much labor of launching and landing when no facility such as slopes is provided, there is no communication system for sailing and return, thereby safety confirmation is difficult, the information about dangerous areas and the like are not recognized during sailing to cause dangerous actions and selfish use of fishery facilities, and a great many craft are left moored for storage in canals, rivers, fishery harbors and the like without managers' permission.

This system is configured by headquarters, affiliate marinas and members. The system provides the members with places and facilities in a wide area for sailing and return of a small craft stored on land. Rules and information about sailing areas and the like are discussed with locals concerned, determined and presented to the users, who observe them to avoid conflicts with the locals concerned. Craft sailing and return and the like are managed and safety confirmation and water rescue activities are ensured to provide safety.
