PURPOSE: To realize the efficiency of a system by providing a talent master storing the required time from plural nearest stations to the corresponding station and a route master storing a customer master and the boarding time and the name of a transfer route to the next station on the station for every route.

CONSTITUTION: A data part 11 is equipped with a talent master 12, a customer master 13, a route master 14, and a hiring requirement file 15. A station within the communication time for hiring requirement is retrieved from this route master 14, and the talent to whom the retrieved station is the nearest station is extracted from the talent master 12. The extracted talent is rearranged in order of required time for communication to output the rearranged talent and the required commutation time. Thus, an operator can know the required time for communication of the registered talent unconscious of a communication network and the operation by a man can be reduced by adding the hiring requirements in the talent retrieval system in the commutation time.
