PURPOSE: To allow message to be transmitted only to a specific subscriber by registering an identification code of destination and collating the code with an identification code of a subscriber requesting the transmission of the message in registering the message from the subscriber.

CONSTITUTION: A collating device CMP collating an identification code of a destination subscriber of a registration message, a registered identification code registering device IDR, ab identification code of a subscriber requesting the transmission of the registering message and a registered identification code is provided in a central controller CC in addition to a message registering device MR and a message transmitting device MS. Further, a message storage area Rm and an identification code registering area Rid are provided in a storage device MEM. Thus, the registered message is transmitted only to the registered destination subscriber in the message registration.
