To provide a tab deburring loading type winding device capable of improving quality of a battery by enabling to wind up an insulator such as a cathode/anode battery element material and a separator without damaging them through dissolving and winding around of a tab after crushing a cut-across face put on the cathode/anode battery element material.

After a tab to be a terminal is cut off, flash generated by cutting the cut-off tab part made on the battery element material is once moved by a metal stand of the cutter fitted on a face contrary to a proceeding direction of the tab, the tab is pressed on a metal stand fitted at the rear side of the cutter in the same action as the cutter used for cutting to crush the cutting flash, and then is either welded or crimped.
