PURPOSE: To efficiently stick plural tabs to the tip of a rolling paper, and reduce processing cost by simultaneously sticking the plural tabs to a tip part of the rolling paper by simultaneously raising-lowering and longitudinally moving respective traveling stands.

CONSTITUTION: Respective traveling stands 11 descended to a work starting position also simultaneously descend to a tab sticking position, and press a pressing roller 13 against a tip part surface of a rolling paper P. Thereby, a tip part of a tab use tape 12 held on an outer peripheral surface of the pressing roller 13 is stuck to the tip part surface of the rolling paper P. A holding condition of the tab use tape 12 by a tape pressing-down plate 14a is released, and the respective traveling stands 11 simultaneously travel in the left direction along a guide rail 22, and move to a tab sticking finish position. As a result, the tab use tape 12 is delivered in order from a tape reel 24, and is stuck to the tip part of the rolling paper P by the pressing roller 13.
