In the tally issuing system 2, zip code records are records obtained by associating zip codes with the number of transmissions corresponding to the zip codes, the zip code records, whose number of transmissions is less than 10, are extracted from a zip code file described by ascending order of the zip codes, and the extracted zip code records are disposed in the rear end in the zip code file by ascending order of the zip codes. Thereby producing the tally issue file, on which a plan for segmenting the postal matters is described.
