A tap changer includes a metallic driving shaft 110, a current collecting contac shoe 120 extending outside the driving shaft 110 in a peripheral direction of the driving shaft 110, and an insulating member 190 which holds at least a part of the current collecting contact shoe 120 on an inner diameter side, has an opening into which the driving shaft 110 is inserted in the center, and enables the current collecting contact shoe 120 to slide on the driving shaft 110 while electrically insulating the driving shaft 110 and current collecting contact shoe 120 from each other. Further, the tap changer includes a positioning member 180 which positions the current collecting contact shoe along the axis of the driving shaft 110, a plurality of output-side fixed contact shoes positioned on the same circumference of a periphery of the current collecting contact shoe 120 around the driving shaft 110 at intervals, and a movable contact shoe which is connected to the driving shaft 110, and moves on the circumference of the periphery of the current collecting contact shoe 120 in slide contact with the current collecting contact shoe 120 to move around the driving shaft 110 as the driving shaft 110 rotates, and connects one output-side fixed contact shoe selected out of the plurality of output-side fixed contact shoes to the current collecting contact shoe 120.
