PURPOSE: To cut out a tape piece at a fixed size only by drawing out a tape as well as to change the length of the tape piece to be cut out only by changing over the combination of a moving pinion and combined gears properly by the operation of a knob.

CONSTITUTION: As a crown gear in combined gears 15 necessary to cut out a tape piece at a required length is engaged with a moving pinion 20 by the operation of a knob, a drawing-out end of an adhesive tape A is picked up, and a push plate 33 is rotated by a finger to release the hooking between a stopper and a hooking projection of a rotational shaft. Then, the adhesive tape A is drawn out obliquely upward in the front to rotate a counter drum 8, and the rotational shaft is rotated via a fixed pinion 19, a power transmission shaft 17, a moving pinion 20 and combined gears 15. When this rotating shaft is rotated once, the stopper is hooked again by the hooking projection to stop the rotational shaft, and a tape piece of a proportional length to a rotational ratio between the counter drum 8 and the rotational shaft is drawn out for cutting by a cutter 3.
