PURPOSE: To use a compact VTR by deviating a rotary shaft of a cylinder from the turning center of a rotary base plate and driving the rotary base plate to make the cylinder part from/close to a tape cassette loading part.

CONSTITUTION: When the tape cassette 7 is loaded, the rotary base plate 3 is driven in a direction approaching the tape cassette, the cylinder 2 on the rotary bate plate 3 approaches also the tape cassette, and in the case of unloading, the rotary base plate 3 is driven in the reversing direction and the cylinder 2 is parted from the tape cassette 7. The moving type is adopted for a wall face 12 being a part enclosing the cylinder in a cabinet 1 of a magnetic recording and reproducing device, the moving wall 12 is moved outward while the cylinder is parted from the tape cassette, the moving wall 12 is moved inward while the magnetic recording and reproducing device is in use, thereby using the compact magnetic recording and reproducing device.
