PURPOSE: To shorten the transient time of a tape speed by setting the integration value of a filter circuit at an optimum value by means of an initial value setting circuit at the time of starting the tape from a state where the traveling of the tape is stopped or changing an objective speed.
CONSTITUTION: In a state where the tape travels, a tape speed detector 3 outputs a value corresponding to the traveling speed of the tape 1 and an objective speed generation circuit 4 outputs a value corresponding to the objective traveling speed of the tape 1 in the output system of the tape speed detector 3. A tape speed error detection circuit 5 outputs a difference between the output of the tape speed detector 3 and the output of the objective speed generation circuit 4 as a tape speed error. A filter circuit 6 inputs the tape speed error and performs the output of an integration action in a low frequency area and the output of a proportional action in a high frequency area. Meanwhile, at the time of starting the tape from the state where the traveling of the tape is stopped or changing the objective speed of the traveling of the tape, the integration value of the filter circuit 6 is set as the optimum value by means of the initial value setting circuit 7 and the integrating time in the low frequency area is shortened and the transient time of the traveling of the tape is shortened.
