PROBLEM TO BE SOLVED: To allow a vehicle to travel a section having a rail track in the same time, and to reduce a power consumption.SOLUTION: A target speed determination device includes: a power consumption calculation part 302 for setting each target speed in a plurality of sections each having a rail track, and calculating a power consumption when traveling along the rail track on the basis of the target speed; a target speed changing part 308 for changing combination of each target speed in the plurality of sections set in the power consumption calculation part 302; an evaluation value calculation part 304 for calculating an evaluation value on the basis of an evaluation function for multiplying the power consumption calculated by the power consumption calculation part by a prescribed weight, in each combination of the target speed; and a target speed determination part 309 for determining a combination of the target speed having the smallest evaluation value as the target speed in each section of the vehicle.
