When a telephone call execution line from an optional calling telephone terminal 500 to a specific telephone terminal 300 of a specific terminal user UCY is not opened, the telephone relay apparatus 100 obtains peripheral condition data from user schedule data YSD in which a scheduled date SDT of the specific terminal user UCY matches with a present date RDT and selects a peripheral telephone terminal 400. Since the open of the telephone call execution line from the calling telephone terminal 500 to the selected peripheral telephone terminal 400 is tried, the calling telephone terminal 500 which is not connected to the specific telephone terminal 300 is connected to the peripheral telephone terminal 400, so that the possibility of a state in which talking between the telephone calling user and the specific terminal user UCY can be performed by the peripheral telephone terminal 400 and the calling telephone terminal 500 can be increased.
