PURPOSE: To improve vertical resolution by taking out the electric charge of a CCD in a frame cycle in the case of an object without motion and to improve motion resolution by taking it out in a field cycle in the case of the object with the motion.

CONSTITUTION: While the object does not move, the storage electric charge of the CCD 1 is taken out in the frame cycle, noise is cancelled in an S/H circuit 2 and it is processed to a required video signal in a signal processing part 3 and outputted. A picture from the S/H circuit is recorded in a picture memory 4, the motion is detected by comparing the picture with the next picture from the S/H circuit in a motion detection part 5, and the presence of the motion is judged in a judgement part 7 by comparing the picture with a motion judgement reference from a storage part 6. Based on the judgement, the CCD is switched to field cycle storage through a signal take-out control part 8.
