A plurality of plane trolleys 10 are arranged at predetermined intervals in the longitudinal direction in a tunnel 3 upper part. On these plane trolleys 10, a crane gutter 12 is hung freely slidably in the horizontal direction. In this way, only by means of traction of a traction wire 22, which is connected to the crane gutter 12, for a traction winch 20, the crane gutter 12 and the whole of a self-travel type hoist 14 can be horizontally moved to the predetermined position in the tunnel 3. On the other hand, the traction winch 20 is arranged on a trolley carriage 18 traveling in the tunnel 3, so that, in shifting work for a telpher crane 8, the traction winch 20 can be arranged in a short, time only by running the trolley carriage 18 to the position below the telpher crane 8.
