A current flow to a thermoelectric element module 30 is set so that a first surface 31 radiates heat and a second surface 32 absorbs heat. Further, a temperature control system 20 is composed of a first heat pipe 41, a second heat pipe 42, a first heat exchanger 51, a second heat exchanger 52, a first flow passage 61, a second flow passage 62, and a first switching valve V1. The first switching valve V1 switches the connection to a secondary battery 11 between the first flow passage 61 and the second flow passage 62 so that only first air flowing the first flow passage 61 flows toward the secondary battery 11 when the secondary battery 11 is heated and only second air flowing the second flow passage 62 flows toward the secondary battery 11 when the secondary battery 11 is cooled.
