To stably detect a temperature of a desired portion of a vehicle occupant even if a build of the occupant changes.
Based on a setting position signal of a headrest of a seat on which the occupant sits, a height of the occupant is found. A temperature detection element not used for temperature detection is selected from temperature detection elements of a matrix IR sensor fixedly disposed so as to detect a surface temperature of the occupant according to the height of the occupant. A large number of temperature detection elements corresponding to an upper detection range in the vertical direction are selected as the height of the occupant is small. Thereby, the detected surface temperature of the occupant does not depend on the height of the occupant, and the surface temperatures of a shoulder that is a wearing part and an abdominal part below the shoulder can be detected.
