To more accurately estimate the temperature of a pipe in which power cable is laid.SOLUTION: A temperature estimation device is a temperature estimation device of a target pipe which is a pipe buried in the ground and in which a power cable is laid, and includes: an acquisition unit that acquires time series data of each of a current value of the power cable, a temperature at a first position in an empty pipe installed side by side along the target pipe, a temperature at a second position in the empty pipe, and a temperature of a first target position corresponding to the first position in the target pipe; and an estimation processing unit that estimates a temperature at a second target position corresponding to the second position in the target pipe based on the time series data acquired by the acquisition unit.SELECTED DRAWING: Figure 8
